I agree – there never seems to be any replies to posts on this forum. Step by step instructions posted somewhere would help and the dialogue is all a bit “mumbly” and hard to follow. Steve seems to think we are all experts I think!
Jeff, Since Steve said to use whichever sharpening tool you liked, if Elements 12 does not have Smart Sharpen, use the sharpening tool you like best of what you have. I always used Unsharp Mask before there was a Smart Sharpen, I’m sure it will work here.

Good tip, Steve — Thanks! It never occurred to me that I do NOT want to sharpen the sky! It makes a lot of sense to selectively sharpen: I like that technique much better than vignetting to focus the viewers’ attention in the desired areas of the image!
